Silver And Grey, Part Two: Looking For A Fight

Synopsis
A women is talking to Angela Hawkins (aka Phobia) attempting to learn why her $18 million investment for a super powered being has been delayed. When no answers are forthcoming, the woman threatens to go to Checkmate. Phobia attempts to psychically hurt the woman, but since she is Rex Mason (aka Metamorpho) is has no effect. Phobia, however, does learn that there is something else in Rex’s brain and this enables to get away. Unfortunately, Katanna is able to stop her from getting away, albeit with two broken legs. Using Rex’s endorphins, the Outsiders get the location of Brain and Monsieur Mallah, which happens to be Russia. The Outsiders find the duo, but realize soon they the had been expected and are now held a gun point by Monsieur Mallah holding a very large gun.

Heh. He said “inner sanctum.” I find that funny.
This was another good issue with the team finally catching up to Brain and Monsieur Mallah. I am curious to see where all this leads and whether or not Checkmate (which was named in this issue) will have an impact to the Outsiders, although that may occur in the Checkmate series rather than in this series. But while this was a good issue, there were two points that really had me thinking. Of course, all of the questions I have below obscures the fact that not much happened in this issue other than to get the Outsiders from point A to point B (with Brain and Monsieur Mallah).
The first actually occurred second and that is the brief moment between Nightwing and Captain Boomerang. Since the One Year Later jump, nothing has really been said about the whys and hows Owen joined the team. This one brief moment put a lot of insight in that, but still left a few questions, such as: why would Nightwing allow him on the team? Whose decision was it ultimately? Did it happen before Dick rejoined the team? This is an area I would like to see more. Strangely enough these answers may come in Robin, as Owen will be guest starring later this month.
The other question I have always had is: where did Shift go to? I wonder if the answer was provided in this issue. Phobia stated: “You’re not alone in that head of yours, are you?” Could that be Shift? He was always considered to be a part of Rex that somehow grew and became a separate entity? Did something happen to force him back inside Rex? If so, what? If not, then what the hell is going on? The drawing does not really suggest much, but then they may have been the point.
Oh, yeah, one more question: where is Arsenal?-- MRB
